After the Modem Connects, It Takes Forever to Finish

Is your dial-up connection set to use protocols
other than TCP/IP or is it set to Log on to network? If so, it may take
longer to establish a connection than normal.
To check:
On your Desktop, double-click
on the My Computer icon
